After the 1st restart, WU shows 13 updates installed, evidently included on the install disk. WU reports that it has "never" checked nor updated.

It doesn't report any error. Just runs on and on, getting nowhere. Never has downloaded anything. I downloaded: WindowsUpdateAgent It did install itself. Makes no difference.
